I asked Hong Kong Government to go back to Hong Kong Bank to ask whether they could offer a pension safeguard without an external guarantee and, if so, the costs involved. The Bank has replied that they do not believe it would be possible to provide an effective scheme without the benefit of an acceptable external guarantee. I attach a copy of the Hong Kong Government's letter and the Bank's reply.
