Apart from the necessary and proper references to "compensation and incentive scheme" in paragraphs 1 and 2, I would suggest that you use only the term "compensation scheme" in the following paragraphs.

Continued reference to "incentive" will only infuriate HMOCS officers, stir up passions, and lead to the suspicion that their points made during the May consultations have not been seriously considered despite the assurance that they would be reflected to Ministers for consideration.

If you are unable to accede to this
