HONG KONG: ARRANGEMENTS FOR HM OVERSEAS CIVIL SERVICE (HMOCS)

Problem

1.

To put ourselves in a position to settle the problem of

Her Majesty's Overseas Civil Service (HMOCS) arrangements by

the time of the Governor's visit.

Recommendation

2. I recommend that the Secretary of State should write now

to Mr Portillo, along the lines of the attached draft, proposing a meeting between them next week. The ODA are

content.

Background

3. The Secretary of State and Mr Portillo agreed, at their

meeting on 2 July also attended by Mr Patten, that officials

should produce an agreed set of costed options as a basis for

further discussion between Ministers in the autumn. The

options have now been agreed at the working level, despite

Treasury foot-dragging. The paper setting them out will be

min.arrange.HMOCS
