difficult to ask the Secretary of State to insist on a minimum of 16:1. I suggest we should flag-up these ratios in our covering submission to the Secretary of State but recommend that he stick to 16:1. If that at the end of the day we are forced backwards then atleast it will be to 22:1 rather than 30:1.

These types of ratio are going to be very difficult to sell to HMOCS members. But there may be little choice. If Ministers do agree to a sterling safeguard of this nature and at about this level, I think we will again have to present it
a unique solution to a unique set of circumstances; HMG being prepared to provide a pension assurance for HMOCS members at the same level as it does its own civil servants.
