1. Please refer to the letter from Mr Woodfield to you dated 28 September, which is in reply to Mr Cox's letter of 11 September. I attach a draft reply which I have cleared with Mr Fish.

The draft is largely self explanatory but you will wish to note that I have agreed not to continue the argument that the early retirement option should not be dealt with in any detail in the paper. I was having second thoughts about this argument and Mr Fish sees it as a real option- and one that would lead to a substantially lower compensation bill for HMG.
