Thank you for your letter of 25 September. I was glad to have another opportunity to meet with members of the HMOCS Association and to hear their views first hand during my visit to Hong Kong at the beginning of last month.
I can assure you that we are fully aware that HMOCS members attach the highest importance to the conclusion of all the outstanding matters affecting them and we greatly appreciate their patience and cooperation during the long consultation process which these complicated issues have necessitated.
It is certainly not our intention to let matters regress. As I said in September, officials are working hard to draw up a package. But we see little point in having further consultations until a package is agreed in Whitehall. I have said that I hope that these consultations will take place in the autumn and that still remains the objective.
