STATEMENT ON BEHALF OF THE SECRETARY OF STATE HMOCS

1.

On 7 April 1992, a statement was issued on behalf of Her

Majesty's Government (HMG) in opening consultations with HMOCS

representatives in Hong Kong. This statement included, inter alia, for consultation a proposal for an outline of a scheme providing compensation and incentive payments to HMOCS

officers.

2. No final decisions have been taken on the operation of any such compensation and incentive scheme. HMG does, however, need to be in a position to quantify accurately, and as soon as possible, the likely financial costs involved in any such scheme. HMG has therefore decided that certain cut-off dates, as set out below, should be imposed in respect of officers transferring from contract to pensionable terms and applying

for HMOCs status. These cut-off dates take into account the

need for officers to have a reasonable period of time in which

to make decisions.

Deadline for application for membership of HMOCS

3. Overseas officers who were appointed to the service of the

Hong Kong Government (HKG) on agreement terms on or before 28 March 1985 had until 30 June 1992 to apply to transfer to pensionable terms. If their applications were accepted by HKG, and if the officer satisfied conditions relating to recruitment, they became eligible to apply for HMOCS status. As no further applications for transfer to pensionable terms will be considered by HKG, it is appropriate to set a closing date for submission of applications from officers in the service of Hong Kong for membership of HMOCS. The closing date will be 31 January 1993. All officers, whether or not they have been informed of the result of their application to HKG to transfer to pensionable terms, should apply before that

date.
