HONG KONG: LETTER FROM THE GOVERNOR ON ARRANGEMENTS FOR MEMBERS

OF HER MAJESTY'S OVERSEAS CIVIL SERVICE (HMOCS)

Problem

The Governor has written to the Secretary of State in strong

terms on the need for a quick and honourable settlement to the

HMOCS issue.

Recommendation

That the Secretary of State should reply to the Governor

along the lines of the attached draft. The ODA are content.
