I mentioned to you this morning that I had received a

message from Sandra Brown to say that the Treasury could not manage a meeting with us this week.

2. We have now received the attached letter from Mrs Brown's

Principal, Kevin Woodfield. This puts forward a number of

further options. Some of them are new. Most rehash old

points. All could have been put forward months ago. The

letter reads to me like another effort to string the discussions out and/or make the options paper so complicated that Ministers will recoil from it.

The Governor's letter to the Secretary of State makes

plain that we cannot allow much more water to flow under the

bridge on this subject. I am still trying to get hold of Mrs

Brown. But I think it would be helpful if you could make contact again with Mr Mortimer to say that;

- We are disappointed that the Treasury has not been able to come to a meeting this week to finalise the paper.

- We cannot allow this exercise to drag out indefinitely.
