HMOCS
1.
I have recently taken over from Michael Stone in Hong Kong Department and am therefore handling HMOCS matters. I know you will be very busy in Nairobi, but hope you can spare some time to advise us on one matter concerning HMOCS as we would like to submit to Ministers as soon as possible.
2. You may recall that you commented in manuscript on a draft submission on remaining policy issues on officers transferring from contract to pensionable service and to HMOCS status. We have amended the submission in the light of your comments and a revised draft is attached. Also attached is a draft HMG statement for issue to the officers concerned (we have not yet shown this to HKG but intend to let them have sight of it before issue). I would be grateful for any comments that you may have on the statement.

We are unsure whether approval for the proposals in the submission needs to be given by the Secretary of State personally, or whether we can submit to Ministers. We would certainly prefer not to trouble the Secretary of State on this relatively unimportant and complex subject unless it is absolutely necessary. I should be grateful for your advice on this point.

If their are any background papers which you need, or if you prefer not to give advice on this subject before you return to the U.K, please let me know.
