HMOCS ? That depends when you want to have the row, if row there will be; and I would anticipate that, however few the individuals concerned, they may have an influence which goes beyond their numbers and that there will be a row when it becomes apparent that members of HMOCS, but not others will benefit. The contintuing eligibility of expatriate judges to join the pensionable establishment even though we close the gate on membership of HMOCS is a hostage in this respect. If asked, you certainly must not mislead anyone who is not a member of HMOCS into believing that your policy is other than it is, but that is not the same as requiring a general statement before your policy is firm. Even if it does become firmer on excluding non-HMOCS overseas pensioners, it will be as well to warn ministers that they may come under pressure to change their minds.
