HONG KONG'S FUTURE PENSION LIABILITY
în 21 November 1972 John West wrote to the Government Actuary's Department concerning the potential pensions liability that could fall to EMG in the event of a Chinese takeover of the colony of Hong Kong.
The GAD under cover of its letter dated 3 June 1976 provided this Administration with the estimate of liability as at 31 December 1973 but advised that these figures must be regarded as orders of magnitude only. Pensions Department have now at very short notice been asked by the Foreign and Commonwealth Office t. produce a broad update of these pension costs for inclusion in the Prime Minister briefing for her September visib to the Far East. I should therefore be grateful if your Department can provide us with the relevant updated figures.
I enclose, for your information, the relevant extracts from the Hong Kong Estimates of Revenue and Expenditure for the year ending 31 March 1983 together with details of the Establishment and Strengths of the Hong Kong Civil Service and current pay scales. If there is any further information which you think you might require please do not hesitate to contact me.
Finally, it is most important that we have regard to the comments given in paragraph 4 of Moorhouse's (CDA) letter to Gilder (CAD) dated 7 August 1975 while dealing with this subject.
