HONG HONG- ARRANGEMENTS FOR MEMBERS OF HM OVERSEAS CIVIL SERVICE (HMOCS)

The Secretary of State and Mr Patten discussed with Mr. Portillo compensation and sterling safeguards for the pensions of Hong Kong HMOCS members on 2 July. Mr. Patten needs an effective and loyal Civil Service and Police Force. There will be real political problems if there is an exodus or loss of morale before 1997: we are conscious of costs but a successful transition in Hong Kong is a vital national interest. We must settle this soon.
