5. However, you explained to me that this scheme has strong support from Tam Yiuchung and left wing unions, and from the CRC. This being so, it is at least possible that the Chinese would take a more benevolent attitude to it. However, I think it very important that Tam should be asked to make sure that the ground is thoroughly cleared with the Chinese before the consultation paper sees the light of day and before we have to brief them on it. Tam is obviously a sensible person to whom one can talk. I would have thought that it would be possible to explain to him that if we were going to put these proposals to the Chinese we would expect to get a pretty dusty response and be told that the matter should be left to the SARG. Before we take any action at all, we would therefore like his assurances that chinese circles are expecting the proposal, and likely to give it a fair wind.
