If the Treasury are disposed to prevaricate on our
proposal for a Ministerial meeting to discuss this subject (Mr Ricketts submission of 9 June), you may like to remind them that we put detailed proposals to them at official
level last August; that the Secretary of State minuted the Chief Secretary four times between 11 February and 1 May; and that he first proposed a meeting in his minute of 26 February, renewing the suggestion in his minute of 1 May, to which Mr Portillo has still not replied.
