Mr Ricketts' submission of 9 June attached (not for copying to the Treasury) some explanatory comments on our revised compensation proposals. For completeness, I have slightly expanded this to include (new paragraph 11) a reference to the effect of promotion after 1997 on officers' entitlements and (revised paragraph 6) to make clear that the Hong Kong Limited Compensation Scheme has a cap of almost £200,000, and that many senior officers in mid-career will be caught by our proposed cap of £120,000.
