I have not set out in this paper to advise on the In ospects of any application for judicial review. the present state of the law that would involve a rather more discursive paper than even the enclosed one, and would be unlikely to provide much assistence at least until we have a clear idea where we are finally going.
I have also not attempted to deal with SPOS as that derives from a separate initiative by HMG.
