As there is some variation between the uprated figures our Economic Advisers gave me and those you have, I think for consistency's sake we need to use the same source for uprating the caps. I should be grateful if you could fill in the uprated figures which are missing from the attached list.

I noticed that the caps in the later schemes in, for example, the Solomon Islands and Tuvalu were relatively low in real terms. It would be helpful to know roughly how many officers were affected by the caps in these territories. were the caps low simply because the schemes only had to cover junior officers?

Finally, do you have a list of the average HK $-£sterling exchange rates for each year from 1979 to 1991 inclusive, based on the rate each day? I understand that the Hong Kong Government did not start publishing average rates for the month, based on daily rates, until 1979.
