1.

Mr Goodlad, Lady Chalker and Mr Patten met this morning with officials. They agreed that:

(a) we should persist with our proposals to meet local demands for a sterling safeguard;

(b) we should do more work on a compensation package using traditional actuarial factors, with a cap, and possibly limiting the rights of former contract officers to the date of their move to pensionable terms;

(c) we should encourage the HKG to look more seriously at the option of a separate pension fund to finance pensions for all Hong Kong Civil Servants after 1997. We may need advice from outside consultants. This might help ease opposition to a right for HMOCS to early retirement in 1997, although it would be difficult to introduce such a scheme without doing something at the same time to accelerate localisation;

(d) we should aim to reach agreement within Whitehall on (a) and (b) above, perhaps with some "best endeavours" language for public consumption on (c) before Mr Patten leaves for Hong Kong. OPD (K) on 2 July is too late. should try to engineer a meeting between the Prime Minister, Foreign Secretary and Chief Secretary before then.
