Thank you for your letters of 13 and 19 May. The reactions of the HMOCS Association to the proposals for compensation/incentives were predictable, I think at that stage in the consultation
process, and they do not alter our agreed view compensation/incentive scheme on offer is
adequate.

I was interested to learn of the HKG's decision to extend the
deadline for opting between new and old pension schemes by six
months to 31 December 1992. You say that you are considering whether to extend the deadline for contract officers opting for
pensionable terms and HMOCS membership. We shall be interested to
know what you propose. But it is not immediately obvious why we
should extend this deadline.
We are advising the Chief Secretary on the issues which Mr Hurd's
minute raises. They are, as you will appreciate, quite complex and have a considerable history. We are well aware of the Foreign
Secretary's wish to
see an early decision but, realistically, I
have to say that it seems likely to be at least a week or SO before the Chief Secretary will be able to respond, not least because he is at the moment very preoccupied indeed with public expenditure matters.
In view of this I think you should assume that Mr Goodlad should not raise the subject of a sterling safeguard during his visit. We see no attractions in your proposal that he should offer to conclude our internal consideration of the safeguard question and
