The need to introduce faster promotion and early retirement schemes now in order to stave off premature resignations.

The concerns expressed in correspondence from individual members of the нMOCS were the same as those that the 1960 white Paper had been designed to meet.

It had been assumed that people would be willing to serve new masters after 1997. They had not been offered the compensation to which HMG recognised that they were entitled.

The legalistic distinction that HMG had drawn between allegiance and loyalty had angered members of the HMOCS. It did not recognise the wider problem of switching from working for HMG/HKG to the SARG/PRC.

The Committee were trying to keep the more radical younger members of the Association at bay and to dissuade them from talking to the press. They would not be able to do so indefinitely.

If the principles of a package could be agreed it would be possible to compromise on details. For example there were precedents for phasing compensation payments over a period of time.

The HMOCS had had a very positive response from a number of MPs on the principles at stake. But the HMOCS had not yet launched a full campaign in westminster. They hoped that things would

not come to that.

Mr. Goodlad concluded by saying that we wanted a quick resolution of this issue. Consultations with the HMOCS would continue.
