Mr Waters (Civil Service Branch) told me last week that he had been in touch with Mr Tunstall in PMD about opportunities for Hong Kong HMOCS officers to apply for vacancies in other dependent territories, ie the senior posts up to Governor which the FCO fills. He wondered whether we could weigh in with PMD to ask that HMOCS officers should be given priority consideration, at the same time as Diplomatic Service candidates or immediately after them, and before vacancies are opened to outside applicants. The HMOCs team made a similar point, and we said that HKG had mentioned this to us and we would be looking into the possibilities. Could you please pursue with PMD (and WIAD if appropriate)?

2. We also need to look at ouer areas for ex-HMOCs employment. Did Aur ffoot leam anything interesting from w Edgeton of the FCO Outplacement service (PROSPER)?
