When the Minister of State sees HMOCS representatives in Hong Kong next week, it will be helpful if he can say that he has received full reports of their views, as expressed in the consultations in Hong Kong from 7-11 May and previously, and that he has considered, or is considering, these carefully. I therefore now attach copies of the key papers, some of which Mr Goodlad has

already seen:

A: the HMOCS Committee comments of 22 April and 4 May; B: a digest of the letters received from individual

officers (I see no need for the Minister to look at the letters themselves);

C: Hong Kong telno 1269 summarising the recent consultations

in Hong Kong;

D: the speaking note used by the HMOCS team on 8 May;

E: a full list of the points made by the HMOCS team during

the consultations.
