We acknowledge receipt of HMG's draft proposals for Members of HMOCS currently working
currently working in Hong Kong. In our view these proposals merely serve to elaborate HMG's opening statement circulated to all HMOCS Members on 10 April 1992, and subsequent statements made at the meetings with HMOCS representatives on 7 and 8 May 1992.

HMG's draft proposals fail to address the fundamental issues set out in our initial response and subsequent letter of 4 May 1992, and as such do not form

In the light of our discussions this week, and explanation of points of concern to HMOCS Members
in Hong Kong, we look forward to receiving revised proposals by HMG which accord with long established practice in dependant territories when British sovereignty ceased, and take into account views expressed by Members of our Association prior to and during your visit.

In furtherance of HMG's
HMG's commitment that there would be full, consultation on these matters, we welcome the assurance that you will seek to instruct the Secretary for the Civil Service to extend the option date for the new pension scheme.
