If the FCO cannot now see its way to an acceptable resolution of the
the issues within a matter of weeks, the only honourable course is for the FCO to instruct HKG to postpone the option deadline for the new pension scheme. It would also be a politic course of action given the depth of feeling on the whole subject, which must be apparent from the flood of letters you have received.
Finally I should make clear that we expect to be able to raise subjects in the consultations whether Or not you have yet got authority to agree on them. In addition to the right to retire and sterling guarantees of pensions,
shall also raise SPOS.
