approach. When Ministers have considered the results of our discussions and reached conclusions on the proposed Scheme, we shall consider what matters we should take up with the Chinese authorities in relation to continuity of service.

10. Until 1 January 2000 the Joint Liaison Group would be the natural channel for taking up any matters of concern to HMG about the implementation of the Joint Declaration after 1997, including those provisions which affect civil servants. Thereafter the usual diplomatic channels will of course be available. We may also wish to consider with the Chinese authorities whether it may be appropriate to establish any other channels for these matters.

MEANS OF GIVING EFFECT TO A SCHEME

The Association may be informed that our present thinking is that a Scheme should be set out in an Order in Council which will continue to have effect as part of the law of the United Kingdom after 1997, even though it is not preserved as part of the law of the SAR.
