Further to my submission of 20 May, the Chairman of the

A Hong Kong HMOCS Association has now written with detailed

comments on our draft scheme in the form of a redraft. The

Minister of State need not read this but he could tell the

Association in Hong Kong next week that we are studying it.

2.

The redraft is a serious piece of work. Its contents are

not surprising. It naturally includes:

-

right to retire early with immediate pension;

calculation of compensation using traditional actuarial

factors (ie about 100% more than we propose);

payment of full amount to all officers on 30 June 1997: no

requirement to stay in SAR service;

-

The covering letter reiterates the Association's claim for

sterling safeguards for pensions and SPOS adjustment.
