five pages of a draft negotiating brief

two pages of a revised version of Nigel Cox's statement on the nature of the Scheme.

Both include pasages in square brackets or bold type to which you will need to give particular consideration. should discuss these two papers and the draft of the proposals which I sent you yesterday when I come in tomorrow morning.

With regard to your list of "difficult questions" I wonder whether the draft negotiating brief does not mean that we could dispense with a number, and if we could not get the remainder into the brief. On particular suggested answers:

A4: the usual practice was for a limited scheme to be subsumed into the general scheme.

A12, second sentence: Police and administrative officers tended not to survive for long, but specialists could remain for a number of years. A13: we should drop.

A17: weak indeed! I would omit the first and third sentences.

With regard to the question which you put to me earlier this afternoon on paragraph 2(b)(ii) of the Draft Proposals, I think the answer should be to re-draft that subparagraph as follows: "to whom the Hong Kong Pension Benefits Ordinance applies, the age specified under section 10(3) of that Ordinance, or if no age is so specified 60;".
