I am sorry that my submission of 29 April did not have attached the explanatory and defensive material which should have been behind the draft speaking note at flag A.

Following a meeting with the ODA and our legal consultant, we judged that this needed further work before we showed it to the Minister of State. I now submit this material,

recast as a draft negotiating brief, and a revised version of the draft speaking note on why we do not envisage offering a traditional compensation scheme. We shall continue to work on these drafts, but as suggested in para 15 of my submission, they give an idea of the main issues and the arguments that we can muster.
