The provisions of the Hong Kong Limited Compensation Scheme

have also been relevant in drawing up this scheme. We do

not think it helpful to try to separate the "compensation"

elements of the scheme from the "incentive elements" eg to suggest that only the first payment would constitute compensation and that subsequent instalments would be incentive payments.
