salaries received by many Hong Kong HMOCS officers, by
comparison with HMOCS officers in former dependent
territories and public servants in the United Kingdom; and the evolution of the public service in the United Kingdom
with changing conditions of service and changing
expectations since the 1960s.
(d) The objective of ensuring maximum continuity after
1997 and a smooth transition in 1997.
The provisions of the Hong Kong Limited Compensation Scheme
have also been relevant in drawing up this scheme. We do
not think it helpful to try to separate the "compensation"
elements of the scheme from the "incentive elements" eg to suggest that only the first payment would constitute compensation and that subsequent instalments would be incentive payments.
