Thus any HMOCS officer who wishes to retire in 1997 can do so without loss of pension entitlements, provided he opts for the new pension scheme (since all will have more than 10 years' service). However, he will not enjoy payment of pension until he is 55. Can we argue that this was necessary in other DTS because premature voluntary retirement there would have meant loss of all pension entitlement, ie the option of payment from normal retirement age did not exist? Or must we rely on political arguments?

Deferred Payments

10. He said that this idea originated with Mr Shipley: CSB were sorry not to have told us earlier that they had had second thoughts. The Chinese would probably find it less acceptable than annual payments because it could give HMG a stronger lien or an officer until the end of his career.

Cost

11. Mr Waters said that CSB had always given us the maximum figures for the number of HMOCS officers likely to be in service on 30 June 1997. He thought. it was in fact more likely to be about 400 that the 540 figure given. (700 officers at present, less 100 AOS retired early under the LCS and 70-80 Special Branch (SB) officers retired under the SB scheme and 200 routine retirements, plus about 70 former contract officers).

Nationality

12. He said that the HMOCS cadre included three ethnic Chinese who were recruited as Australian or New Zealand citizens, eg Mrs Elizabeth Wong.

Press

He thought that the press having already run the compensation story, to little interest, would not be much interested in the details. (I am less sure of this.)

Method of Payment

Mr. Waters saw no difficulty here: officers would have to: open UK bank accounts and pass the details to ODA on a standard.form, and ODA would make the annual transfers directly, to these accounts.
