We have asked for written comments on the proposals by 24 April. We then hope that a team of officials can go to Hong Kong in the week beginning 4 May. It was for this substantive visit that we wondered whether you would wish Grant Ballantine from the GAD to accompany the team. We would be very happy for him to do so but, as I mentioned in my letter of 2 April, I regret we do not have the funds to pay for his trip ourselves.

You will by now have seen my letter of 6 April setting out a defensive press line. I enclose a copy of the final version, as cleared by Kevin Woodfield. I shall be in touch soon about the lines to use with HMOCS officers on sterling safeguards during the May consultations, and I shall continue to keep you informed generally.
