Further to my letter of 2 April, I now enclose a defensive press brief. I should be grateful for any comments you may have on the lines we propose to take. It would be very helpful if these could reach us by lunchtime Tuesday 7 April.

2. As soon as the statement is available to HMOCS officers generally which will probably be on Wednesday we can expect it to reach the press and for there to be considerable press interest. We therefore think we need to have a reasonably full press line, which is carefully neutral where policy issues remain unresolved.
