HMOCS COMPENSATION PROPOSALS ADDITIONAL/SUPPLEMENTARY BULL POINTS

1. Mr Fish has produced a list of Bull Points on our compensation sheme. I think he has covered all the main bull points. I only have a couple of suggestions where Point 1 can be amplified:

- Chinese have made clear they value the civil service and continuity. They want people to stay.

- JD states Hong Kong will remain basically unchanged for 50 years not the case in other territories going to independence.

2. Other points I would make are really defensive or supplementary to Mr Fish's and are set out in my defensive Q and A.
