Terms of Employment of Overseas Officers
It was announced in Civil Service Branch Circular No. 6 of 1985 that serving officers on overseas agreement terms would be given until 31 March 1986, or the end of their current agreements whichever was the later, to apply to transfer to pensionable terms.
to pensionable terms. However, Staff Associations representing overseas officers were also informed that their members would be made aware of the arrangements for compensating officers, who were required to retire or who were superseded for promotion in order to facilitate localisation, before the closing date for applications.
2.
The calculations necessary for the compensation arrangements are being undertaken by the Government Actuary's Department in the UK and are taking longer than originally anticipated. In the circumstances, it has been decided that the period during which applications from overseas officers to transfer to pensionable terms will be considered should be extended to 30 September 1986 or the end of the agreement on which the officer was serving on 28 March 1985 when Civil Service Branch Circular No. 6 of 1985 was issued if later. I should be grateful if you would bring this decision to the attention of all overseas agreement officers in your department.
3.
In the light of the extended option period Civil Service Branch will review any applications already made and rejected where it is considered that circumstances may have changed since the application was originally considered.
