HONG KONG: HMOCS: STATEMENT FOR CONSULTATIONS
Problem
1.
We are committed to opening consultations with HMOCS
officers before Easter. Mr Fifoot, our legal consultant,
has recommended a number of changes in our statement.

Recommendation
2.
That Mr Cox, now visiting Hong Kong, should present the
attached revised statement to the HMOCS Association
Committee on Tuesday 7 April. Mr Fifoot and ODA officials are content. I am in parallel putting the statement to the Treasury for information.
Background
3.
Lord Caithness has informed the HMOCS Association that
we intend to open consultations on the Compensation Scheme
before Easter. We should if possible do so before the
