I am most grateful for your letter of 23 March informing me that Her Majesty's Government have now formulated a proposal for a scheme providing elements of incentive and compensation. I announced this news at the general meeting of the Hong Kong HMOCS Association held on 26 March. The Association warmly welcomes the recognition by HMG that such a scheme is needed as well as the commitment of HMG to introduce

one.

However, I am obliged to say that the Association is concerned at the absence of any mention in your letter of the no less important subject of sterling guarantees for pensions after 1997. I trust we can look forward to receiving a similar commitment and proposal on that issue at an early date.

In the meantime the Committee, which has now been formally established, would welcome an early sight of the details of the compensation proposal and we confirm our willingness to enter consultations before Easter. I am sure you will understand that we would wish to take the opportunity of these consultations to discuss the pensions issue as well as the compensation proposal.
