(a) reserving our position on pensions (ie sterling

safeguards and SPOS), picking up some of the Chief Secretary's arguments and agreeing that officials need to explore all options before decisions are taken;

(b) confirming that Lord Caithness has therefore confined

his statement (so far only in the form of a confidential
