2. I recommend:

(a) that Lord Caithness should write to Sir David Ford

informing him of the present position on the

compensation/incentive scheme and giving him discretion to inform reliable HMOCS officers;

(b) that we should brief the Chinese and then open

consultations with HMOCS officers in Hong Kong about the

scheme;
