HONG KONG: HMOCS

1. I agree with what is proposed. We are not seeking any new decisions, nor looking for a reply from the Chief Secretary. We are simply trying to draw a line under the point we have reached with the Treasury.

2. We need to nail the question of aid for Hong Kong. This draft does it. It does not imply anything about the source of any funding, were sterling safeguards to be agreed. Our own view has been clearly set out to the Treasury in previous minuting which the Treasury has not questioned.
