1. Lord Caithness has seen Mr Ricketts' submission of 24 January and Mr Burns' covering minute of the same date. has commented that we have three problems which are best dealt with in a comprehensive fashion but, rightly, HM Treasury queries will mean this is a prolonged affair. He notes that pressure is rising in Hong Kong and that we have all the ingredients for a messy political row which we won't win. will cause difficulties with China and could cause major problems in Hong Kong. He agrees with the recommendations in paragraph two of Mr Ricketts' submission, but thinks that we should include in (b) the Supplementary Pensions for Overseas Services (SPOS) arrangements. He comments that these are blatantly unfair. The Treasury will feel bounced and suspect that we will come back for more in due course. They are right. But the recommendations are the least damaging way out of this dilemma.
