As I said in my minute of 24 January, I would certainly expect an announcement on the compensation/incentive scheme to bring the "debate ... to a head". The only further point I would make is that opinions will differ greatly about whether this would constitute the announcement of a "significant piece of good news" your paragraph 14. The HMOCS Association are likely to regard the scheme as bad news in itself, but worse given the absence of any statement on sterling safeguards. I think that it would be wise to ensure that Lord Caithness is fully prepared for the hostile reception he will receive.
