As requested, I enclose a copy of a traditional compensation scheme.

I explained, using yourself as an example, how significantly less generous our preferred scheme would be. I do understand why Mr Ricketts feels that he should follow the Governor's advice to press ahead with our compensation/incentive scheme. But I wonder whether the Governor appreciates how much of a disappointment it will be to members of HMOCS, many of whom have experienced the 'traditional scheme' elsewhere. Despite our efforts to lower expectations during our visit, it was clear that HMOCS officers are anticipating similar treatment to that provided elsewhere. They are certainly expecting to be able to retire with immediate payment of pension and in this context it is worrying that someone as close to the action as Keith Shipley thought, until fairly recently, that this would form part of our package.

3. As you know I shall be in Harare next week. Mr Kerby is aware of the Secretary of State's proposed seminar on 11 February and would be happy to attend if HMOCS matters are on the agenda. If you require any advice from OPD in my absence, please contact Richard Plumb in the first instance.
