would like to discuss with the Governor of Hong Kong next week.

2. The Governor leaves for Europe at the weekend. courtesy, we should try to get a copy to him in time for him to get some comment on it from the officials before he leaves. That means faxing it to him on Wednesday evening (15 January). Clearly you will not be able to let us have considered comments on the substance by then, and I know in particular that you are not seeing Richard Margolis until next week. But could you (and Dave Fish) please let me know before then if you are unhappy with anything in the paper as.
We will of course make it stands going to HKG at this stage. clear to the Governor the paper's status: a preliminary HKD draft, not yet considered by other Whitehall departments.
3. I should also be grateful for your and copy recipients! general comments as soon as possible after the meeting with: Richard Margolis and Keith Shipley next week.
