options paper to be put to Ministers in a way which will permit decisions to be made.
3. The Governor is likely to press all the harder for the
quick introduction of the compensation scheme, in advance of
resolving the question of sterling safeguards. We and the
ODA are by no means convinced this will be either quick (the
Treasury have previously said they see the various elements as a package) or buy us much time with HMOCS officers.
