HONG KONG: HER MAJESTY'S OVERSEAS CIVIL SERVICE (HMOCS)

Problem

1. The Governor raised with the Secretary of State earlier this week his concern that unless HMG can make an announcement very soon about arrangements for HMOCS officers in 1997, there will be a damaging political row in Hong

He is also Kong, which could feed through to Westminster. worried that increasing numbers of HMOCS officers could opt to leave Hong Kong before 1997. How to bring Whitehall debate on this complex issue to a head?
