Further to Peter Ricketts' letter of 17 January to Sandra Brown (copy enclosed for ease of reference) and our discussion yesterday, I enclose a further redraft of the paper on this subject. As well as the points we discussed, we have added for completeness a couple of draft praragraphs about SPOS: the experts will tell us if we have got the details wrong!

Could you please let me know if you have any further comments or if you are content with this statement of where matters now stand. Do you agree with the idea of adding a summary sentence on each option, as proposed in para 4 of Peter Ricketts' letter? If so we would need to renumber these as in this redraft of the paper and begin with a comment on new Option (a), a (pure) Traditional Scheme (perhaps "Departments agree that this option is not feasible"); old Option (a) would then follow as new Option (b): Modified Traditional Scheme.
