Thank you for your fax letter dated 28.1.1992.

In light of the experience of Shanghai there would seem to be no way in which anything could be said that would completely reassure Mrs. Morris.

Nevertheless, the situations in Shanghai

For one and Hong Kong in 1997 are probably quite dissimilar. thing under the Joint Declaration within the Hong Kong Special Economic Region the status quo will be maintained for fifty years beyond 1997 with a continuation of the political and economic systems, the form of government and the Laws of Hong Kong. This has been undertaken by the Chinese Authorities but Mrs. Morris may not find this convincing.

The cemetery in question is Hong Kong Cemetery (and It is a is located in Happy Valley hence the confusion). public cemetery designated as such under Chapter 132 of the and Municipal Services Laws of Hong Kong (Public Health Ordinance). The land on which the cemetery resides is crown land allocated for purposes of a cemetery and for which the Authority to the Urban Council through its Chief Executive the Director of Urban Services.

There is no ownership or lease of individual plots

as such. Plots are allocated for purposes of burial and in

this cemetery in respect of pre 1.12.1977 burials the term is

perpetuity. This is a matter of policy not law.
