cash contract and no external financing as such is at present required. But financing proposals were submitted by the bidders. These were put to one side when it was decided to proceed on a cash contact basis but it is not inconceivable that the PAA might wish at a later date to call in these proposals if they need to raise funds for other airport-related projects. If that were to happen, ECGD's exposure on the site preparation contact would relate mainly to Ballast Nedam's work since most of the construction equipment required is being sourced from the USA or Germany (with some second-hand equipment coming in from Australia).
