HONG KONG AIPORT: FINANCIAL STRUCTURE

1. On reading my submission of 7 May, which flagged up the

key papers and issues on the airport, Mr Patten said he would need a proper briefing, especially on the financial side, sometime in the future. In the meantime, he asked if we could provide a simple explanation of the financial structure of the airport projects.

2.

I now attach a note explaining the main elements of the airport core projects and how they are to be funded. The note also outlines the circumstances in which the Hong Kong Government or Special Administrative Region Government might have to provide further support to the Airport Authority and the Mass Transit Railway Authority.

3. We stand ready to give Mr Patten a fuller oral briefing is this would be helpful.
